Resolution
No. 502/2013 dictated by the Secretary of the Environment and
Sustainable Development on 04/30/2013, published in the Official
Gazette on 12/12/2013. This Resolution approves the
procedure for the verification of the fulfillment established in
Section 22 of the General Law of the Environment No. 25,675,
which obliges companies to take out an insurance that ensures
the financing of the recomposition of possible environmental
damage.
Province
of La Rioja Decree No. 628
dictated by the Executive Branch of the Province of La Rioja on
05/09/2013, published in the Official Gazette on
12/10/2013. This Decree declares for two years,
counted as from the publication of same, the exclusive area of
special interest for mining prospection and exploration,
according to the norms established by section 346 of the Mining
Code (geological and mining research by the government), in the
zone of the Departments of Gral. Lamadrid and Vinchina.
Province
of San Juan Law No. 8421
dictated by the Legislative Branch of the Province of San Juan
on 12/09/2013, published in the Official Gazette on
12/19/2013. This Law creates a Unique Registry of
Providers of Mining Companies (R.U.P.E.M.) and establishes the
obligation for all the mining companies that the contracted
annual amount of works, goods, input or services with Local
Providers registered in the R.U.P.E.M. cannot be inferior to 75%
of the total contracted. The same applies to the recruitment of
workers domiciled in the Province of San Juan, which cannot be
less than 75% of the total workers.
Argentine Mining in the
Media
“Canadian
mining announced a USD 450 million investment in a Puerto
Deseado deposit”, published by Télam (Province of
Buenos Aires) on 11/29/2013. Directors of mining
Yamana Gold announced a USD 450 million investment in project
Cerro Moro, located in the Department of Puerto Deseado of the
Province of Santa Cruz. This project of gold and silver
production plans a USD 450 million investment, distributing USD
150 million for the first stage, and USD 300 million for the
second stage. This new mining venture will start construction
at the beginning of 2014, and will start producing in 2015. Once
it starts operating, it will generate 1,000 direct and indirect
jobs.
“Foreign
Investment”, published by Tiempo Argentino on
12/04/2013. Direct investments in the country
came to the amount of USD 2,035 million in the first nine
months, as the Central Bank informed, indicating that the
incomes of the third semester highlighted the ones directed to
the mining sector (USD 350 million, a total of 45%).
“Argentine
mining expects an investment record”, published by BAE
on 12/11/2013. The Argentine mining sector expects
an investment record of AR$ 25,000 million during 2014, when the
construction of four new productive mining projects will also
start. The investments will have particular impact in the
Provinces of Jujuy, Santa Cruz, Salta, Río Negro, Córdoba,
Catamarca, Chubut, Santiago del Estero and San Juan. On the
other hand, the newly committed investments will impact in the
continuity of projects under current construction; such is the
case of Cerro Negro in Perito Moreno (Santa Cruz), Olaroz in
Susques (Jujuy), YCRT in Río Turbio (Santa Cruz), Lama in
Iglesia (San Juan) and Lomada Leiva in Perito Moreno (Santa
Cruz). In addition, there are expected investments in
projects that are currently producing, to incorporate new
technologies, and expand their productive capacity; such is the
case of project Alumbrera, in the west of Catamarca.
“Canadian
mining starts negotiation to reactivate a project in the
Province of Chubut”, published by Diario BAE on
12/13/2013. The government of Chubut is negotiating
with the Canadian mining company, Pan American Silver (PAS), to
reactivate the “Proyecto Navidad”, according to a
company release. In a conference of the sector in the
Scotiabank of Toronto, in Canada, the CEO of PAS, Geoff Burns,
said that the Governor of Chubut, Martín Buzzi, requested a
meeting with his company to reactivate the project. The
“Navidad” deposit is located in the Department of Gastre, 350
kilometers from Puerto Madryn, with an extension of 10,000
hectares. According to the company, it could produce 100 million
ounces of silver during the first five years, and, for the next
12 years, an average of 17 million annually. Furthermore, there
could also be extraction of copper and lead.
“San
Juan: USD 30 million invested in a refinery to supply mining”,
published by El Cronista (Province of Buenos Aires) on
12/20/2013. The company Petro San Juan presented a
project for the construction of the first refinery that will
provide 300,000 liters per day of fuel for the mining industry
of San Juan. The refinery will be constructed in the
locality of 9 de Julio, in the south center of the Province. Its
strategic location with good access and connectivity made it the
most appropriate site, according to representatives of the
firm. In the second stage there will be an oil recovery
plant.
